Education as a Tool of Russian Influence in Europe: UISC Online Lecture

On 2 May 2025, the Ukrainian International Strategy Center (UISC) hosted a public online lecture titled "Education as a Tool of Russian Influence in Europe", continuing its series of educational events dedicated to exposing modern forms of Russia's hybrid aggression.

The lecture was delivered by Iryna Musii — a journalist, war crimes documentarian, and founder of the WOMEN UA initiative. Iryna has participated in international research projects, including work on conflict-related sexual violence for The Partnership Fund for a Resilient Ukraine (PFRU) and documentation efforts for The Reckoning Project: Ukraine Testifies.

During the session, participants explored:
How Russian and Eurasian studies centres across Europe often serve as instruments of Kremlin propaganda;

The strategies through which Russian spies infiltrate educational institutions, recruiting students and academics;

The ways in which the Kremlin influences scientific research and development through grants, exchange programmes, and official academic ties.

Special attention was paid to the case of the Russian Studies Centre at the University of Groningen, the use of state-funded educational exchanges as intelligence tools, and the role of entities like Russkiy Mir, Rosatom, and the National Research Institute for Communication Development.

Iryna presented dozens of verified cases — from the story of Ilnur N. at the University of Augsburg, who spied on the Ariane space programme, to examples of Russian agents enrolling in elite academic institutions under false identities. The content of the lecture was based on sources such as Financial Times, RUSI, The Guardian, Politico, DW, research from Grey Dynamics, Molfar, as well as documents from the Security Service of Ukraine (SBU) and investigations by Open Democracy and international OSINT analysts.

Participants received access to a detailed presentation, recorded video of the lecture, and a comprehensive list of references for further exploration.

The lecture attracted interest from members of the Ukrainian diaspora across Europe, security researchers, journalists, and activists focused on education, propaganda, and hybrid warfare. The registration process helped gather a dedicated and informed audience, many of whom expressed interest in continued engagement with UISC.

UISC remains committed to exposing hidden mechanisms of Russian influence in European societies. The lecture "Education as a Tool of Russian Influence in Europe" was a powerful contribution to the Centre’s awareness-raising efforts — particularly in identifying the risks posed by Kremlin-backed entities within academic environments.
