Rota currently has three different fleet numbers at once. Spain has legally authorised the permanent basing of up to six US Aegis ships. As of 12 August 2026, the U.S. Sixth Fleet publicly lists five Arleigh Burke-class destroyers assigned to Task Force 65 in Rota. NATO, meanwhile, continues to describe Spain's contribution to the European Phased Adaptive Approach as hosting four BMD-capable Aegis ships that can be used for NATO's ballistic missile defence mission when required.
These numbers do not contradict one another, but they describe different things: political authorisation, actual assignment of ships to Rota, and a separate NATO mission category. Another distinction is equally important: the figure of four in NATO material is not a public assessment of the current technical readiness of four specific ships. It describes the structure of the BMD contribution, not a daily readiness report.
That is why the number of ships alongside the pier is a weak measure of real strength. Rota's operational value depends on how many technically ready ships can be armed and supplied in time, placed within the necessary political and legal framework, assigned a new task and moved to the required theatre. Rota matters as a system that shortens the time between a political decision and the use of force.
Key finding: the correct unit of analysis for Rota is not the individual destroyer, but the full operational cycle: basing → maintenance → replenishment → tasking → deployment → return to readiness.
In May 2023, Spain formally approved the deployment of two additional US Aegis ships to Rota, increasing the authorised maximum from four to six. The agreement explicitly allows for the permanent basing of six ships in total and their use of the relevant support infrastructure.
However, as of 12 August 2026, Task Force 65 publicly lists five forward-deployed destroyers in Rota: USS Arleigh Burke (DDG 51), USS Oscar Austin (DDG 79), USS Roosevelt (DDG 80), USS Bulkeley (DDG 84) and USS Paul Ignatius (DDG 117). TF 65 exercises operational and tactical control over forward-deployed surface combatants in the USEUCOM and USAFRICOM areas of responsibility.
NATO, for its part, states on its current ballistic missile defence page that, within the EPAA framework, Spain hosts four US multi-mission BMD-capable Aegis ships in Rota for use in NATO's ballistic missile defence mission when required. This does not justify the conclusion that the 'fifth ship is not ready' or that 'only four of the five are combat-capable'. These are different institutional categories.
Even five ships actually assigned to Rota do not mean that five platforms are simultaneously available for the same mission. One may be on patrol, another in scheduled maintenance, while a third is rebuilding readiness after deployment. A ship operating in the Red Sea cannot at the same moment reinforce another maritime operation in the North Atlantic. Open-source data therefore show the scale of the presence well, but are much less effective at revealing the real reserve a commander can employ immediately.
The advantage of forward basing is not only geographical. A ship departing from a base in the continental United States first spends time and resources crossing the Atlantic. A ship in Rota is already inside the European-Mediterranean operational space and can enter a specific mission more quickly.
Task Force 65 officially describes an operating area extending from the Norwegian Sea to the Cape of Good Hope, including ballistic missile defence, protection of sea lines of communication, maritime interdiction operations, support to NATO joint operations, and counter-terrorism and counter-piracy missions. Individual patrols also enter the U.S. Fifth Fleet area of responsibility, effectively making Rota a starting point for forces that can move between the European, Mediterranean and Middle Eastern theatres.
Rota combines port and aviation infrastructure, logistics, maintenance, access to the repair system, replenishment and the permanent integration of forward-deployed destroyers into the U.S. Naval Forces Europe-Africa command structure. It is the concentration of these functions - rather than the existence of berths alone - that creates the base's strategic value.
Individual Rota functions could theoretically be distributed among other allied ports, airfields, depots and repair facilities. But rapidly reproducing the complete cycle of permanent basing, repair, sustainment, command and immediate access to both the Atlantic and the Mediterranean at a single alternative location would be much more difficult. This concentration creates both efficiency and dependence on the hub.
USS Oscar Austin's first patrol after shifting to Rota offers an almost laboratory-like example of what 'cross-theatre hub' means. The ship departed Rota on 11 December 2024, operated in the Mediterranean, transited the Suez Canal in April 2025 into the U.S. Fifth Fleet area of responsibility, joined the Harry S. Truman Carrier Strike Group and conducted air and missile defence combat missions in the Red Sea. It then returned to the Eastern Mediterranean in May and to Rota on 10 June 2025. In total, the ship covered more than 37,900 nautical miles during the patrol.
The U.S. Sixth Fleet explicitly described this cycle as conducting 'multiple missions across two theaters'. For analysing Rota, this matters more than the name of the individual ship: one forward-deployed destroyer was able to move from BMD in the Eastern Mediterranean to integration with a carrier strike group in the Red Sea, and then return to the European theatre without first going back to the United States for a full home-base regeneration cycle.
USS Roosevelt demonstrates the same logic from another angle. Its eighth FDNF-E patrol lasted from September 2025 to March 2026 and covered the Fifth and Sixth Fleet areas of responsibility. The U.S. Navy also identifies Roosevelt as one of the five destroyers homeported in Rota and emphasises the flexibility of these ships from the Cape of Good Hope to the Arctic Circle.
Rota's value, therefore, does not lie in ships being 'closer to Russia'. It lies in the United States maintaining a forward-deployed maritime force that can be reallocated between several theatres without completing a full transatlantic cycle. This reduces response time, but at the same time creates competition between theatres for the same limited group of platforms.
Arleigh Burke-class destroyers are multi-role platforms. They conduct air and missile defence, anti-submarine warfare, escort missions, protection of sea lines of communication and strike operations. That versatility makes them valuable - and it is also what creates constant competition between commands.
If tensions rise in the North Atlantic at the same time as a new crisis develops in the Red Sea, while some ships are in maintenance or rebuilding readiness, five assigned destroyers may translate into a much smaller immediately available reserve. This is a scenario assessment, not a claim about the current technical condition of specific ships: full data on ammunition loads, defects and operational orders are not public.
The maintenance system shows the scale of the constraint. In 2024, scheduled maintenance on USS Roosevelt in Rota lasted 117 days and required 30,600 labour-days. NAVSEA described it as the largest maintenance availability completed by FDRMC Detachment Rota up to that point.
At the same time, the current Forward Deployed Regional Maintenance Center (FDRMC) structure in Rota provides readiness support, fleet technical assistance and voyage repair for ships in the Fifth and Sixth Fleet areas of responsibility. This is an important qualification: the problem is not that Rota 'has no maintenance'. On the contrary, it has a purpose-built forward maintenance system. But that architecture still has limits in throughput, workforce, contracting capacity and available maintenance windows.
An additional hull therefore produces its full additional combat value only if repair capacity, technical personnel, stockpiles, rearmament capacity and logistics scale with it. If the support infrastructure grows more slowly than the number of ships, the political decision to 'add another destroyer' produces a smaller increase in actual operational availability than the headline figure suggests.
Rota is a Spanish naval base, and the US presence operates within the bilateral Defence Cooperation Agreement. This is fundamental to understanding its operational value.
The agreement between Spain and the United States provides for the use of Spanish territory, territorial waters and airspace for purposes within the bilateral or multilateral framework. Any use that goes beyond those purposes requires prior authorisation from the Spanish government. This does not mean Madrid separately approves every routine task of a US destroyer. It does mean that, in a crisis, the legal framework and the host nation's political decision are part of the real operational system, especially where a mission extends beyond purposes agreed in advance.
NATO explicitly defines host-nation support as a foundation of the reinforcement and sustainment network: it must enable allied forces to enter quickly, move, reach operational areas and operate across Alliance territory with the necessary support structures. Political readiness, legal procedures, transport, energy, contracting and other civilian elements are therefore not merely the 'background' to a military base - they are part of its combat value.
This leads to another important conclusion: a potential adversary does not necessarily need to destroy the base physically in order to reduce its strategic value. If Rota's main advantage is the time it saves, then any mechanism that creates delay in maintenance, supply, decision-making or force movement directly erodes that advantage.
In its current material, NATO includes political interference, malicious cyber activity, economic pressure, disinformation and other means below the threshold of open war among Russia's hybrid methods. The Alliance also notes separately that military forces in crisis depend heavily on civilian and commercial sectors, including transport, communications, energy, supply chains and water.
For Rota, this creates a scenario-based vulnerability model: attacks on civilian energy or transport around the hub; cyber effects against logistics and contracting systems; information campaigns centred on the US presence and sovereignty; pressure on private contractors; or the creation of a parallel crisis in another theatre that forces ships to be reallocated away from the European direction.
This is not evidence of a specific Russian plan against Rota. It is a scenario pathway that follows logically from the nature of the base, its dependence on host-nation support and the known set of hybrid methods. In a system where strategic effect is measured partly by response time, even limited friction can have disproportionate significance.
For Ukraine, Rota matters at the system level. It is not a separate channel of assistance to the Ukrainian front, but an element of the wider freedom of action of the United States and NATO. Forward-deployed destroyers in Rota reduce the need to send equivalent forces from the continental United States every time a requirement emerges in the Mediterranean, off Africa or in the Middle East. In this way, Rota partly reduces cross-theatre competition for the same US maritime assets, although it does not eliminate it.
Ukraine, in turn, has experience directly relevant to the resilience of such a system: protecting critical infrastructure against strikes and sabotage, rapidly restoring energy and communications, distributed logistics, protecting port and transport nodes, adapting to the mass use of unmanned aerial systems and building layered counter-UAS defences.
NATO is already institutionalising part of this exchange. JATEC, formally opened in February 2025, is implementing projects on air defence, critical infrastructure protection and resilience. In 2026, Allied Command Transformation also stated directly that the Layered Counter-UAS Initiative incorporates lessons from the war in Ukraine through lessons-learned processes, including with JATEC support.
For Spain and the US presence in Rota, this means Ukrainian experience can be applied not in the abstract, but to specific scenarios: counter-UAS protection of port and aviation infrastructure, distributed logistics, emergency recovery, redundancy in energy and communications, camouflage and deception, post-strike restoration and continuity of operations under pressure.
First, Rota's strength should be assessed by real operational availability, not by the number of ships in the bilateral authorisation or the homeport list. For planning, the relevant variables are technical readiness, maintenance status, ammunition, current tasking and the time required to shift a ship to a new mission.
Second, Spain and the United States should regularly exercise the political and legal procedures for crisis use of the base, airspace and maritime zones - especially for scenarios that may extend beyond standard agreed purposes. The objective is not to bypass host-nation sovereignty, but to remove procedural and timing uncertainties before a real crisis begins.
Third, a distributed backup network of ports, repair facilities, depots, airfields and logistics routes is needed to take over at least some of Rota's functions in the event of overload or disruption. Redundancy should not mean attempting to 'build a second Rota'; it should reduce the risk of dependence on a single hub.
Fourth, Ukrainian lessons learned in critical infrastructure protection, counter-UAS, emergency recovery and distributed logistics should be systematically incorporated into Spanish-US and NATO exercises involving ports, naval logistics and host-nation support.
Since 2022, Rota's importance has grown not simply because the US presence was politically expanded, but because the same class of ship is increasingly required across several operational spaces. Rota shortens the transatlantic deployment cycle and gives the United States and NATO a forward-deployed maritime force that can be moved more rapidly between the Atlantic, Europe, the Mediterranean, Africa and, when required, the Fifth Fleet area.
Forward presence does not, however, eliminate shortages of platforms, maintenance capacity, ammunition or political constraints. On the contrary, the more theatres compete for the same ships, the more important the speed of the full readiness cycle becomes relative to the nominal number of hulls.
Rota's real capability is therefore not defined by how many destroyers are authorised for basing or how many appear on a public list. It is defined by whether a technically ready ship can receive sustainment, the necessary legal and political basis, and a new operational task within the timeframe imposed by the crisis.
That ability - not Spain's geographical distance from Russia - determines Rota's place in NATO's deterrence system. And that is why the most important vulnerability is not only the base itself, but the entire operational cycle around it.
