Tokyo Redraws Its Threat Map: What Japan’s 2026 Defence White Paper Really Signalsм

Japan’s annual defence report is becoming more than a catalogue of military threats. The 2026 edition of Defense of Japan reflects a broader shift in how Tokyo understands national security: not only in terms of adversaries and military capabilities, but also through industrial capacity, technological resilience, intelligence, supply chains and economic security.

For Ukraine, the most interesting part is not simply what the document says about Russia. It is what Japan appears to be learning from the war in Ukraine, particularly about drones, procurement, defence production and the institutions required to sustain a prolonged confrontation.

The cover is part of the message

The 2026 edition of Defense of Japan, on 4 August, carries an anime-style cover depicting a smiling family in a luminous high-tech city. There is no military hardware, no uniforms and none of the visual symbolism traditionally associated with Japanese defence. The Ministry of Defense described the design as an “image of the future”.

The choice is more than a stylistic curiosity. The white paper places unusual emphasis on the relationship between defence investment, economic growth, technological development and everyday life. It does so at a time when Prime Minister Takaichi Sanae is presenting strategic state investment as part of a wider growth.

The broader message is clear: defence spending is increasingly being framed not only as a response to external threats, but as an investment in Japan’s industrial and technological base.

That shift is visible in the structure of the document itself. Defence production and the technological base, previously one topic among many, have been elevated to a full of the white paper, including contributions from defence companies, start-ups and scientists.

In April 2026, the Ministry of Defense also hosted a Defense Innovation Meeting intended to bring venture capital, emerging companies and new technologies more directly into the defence ecosystem. Taken together, these initiatives suggest that Tokyo is increasingly treating defence innovation and dual-use technology as part of the same long-term national programme.

This matters because Japan has already achieved the politically symbolic goal of reaching defence expenditure equivalent to 2% of GDP. The next challenge is sustaining and expanding that effort over time.

Three adversaries, increasingly interconnected

Japanese threat assessments have traditionally treated China, Russia and North Korea as distinct challenges. The 2026 white paper still analyses them separately, but it places noticeably greater emphasis on their growing interaction.

China remains what the document calls an “unprecedented and greatest strategic”.

What is striking in the 2026 edition is the level of operational detail. The report catalogues a series of incidents during 2025: carrier activity east of Iwo To, two Chinese carriers operating simultaneously in the Pacific, unusually close approaches by Chinese fighters to Self-Defense Force aircraft, and an incident in December involving intermittent radar illumination of a JASDF aircraft by a Chinese fighter.

The Ministry of Defense describes such encounters as potentially dangerous and capable of producing unintended escalation. In FY2025, Japanese fighters 595 times, including 366 responses to Chinese aircraft and 214 to Russian aircraft.

On Taiwan, Tokyo’s attention is not limited to a conventional invasion scenario. The white paper also considers coercive activity below the threshold of open war, including the possibility of a grey-zone blockade involving forward-deployed China Coast Guard vessels.

For Japan, this is not simply a military question. Any prolonged disruption around Taiwan would have direct implications for energy supplies, semiconductor flows and commercial routes connecting Japan to the wider Indo-Pacific economy.

Russia appears in a more familiar register: continued military activity around Japan, deployments of newer systems to the Far East, and continued militarisation of the Northern Territories.

But the strategic context has changed. The document again emphasises that European and Indo-Pacific security cannot be treated as separate theatres. Russia’s invasion of Ukraine, its nuclear signalling and its willingness to overturn established security arrangements are viewed in Tokyo not only as European developments, but as precedents with implications for East Asia.

North Korea, meanwhile, is presented as an increasingly immediate threat. The white paper highlights continued nuclear and missile development, irregular-trajectory and hypersonic systems, long-range cruise missiles and Pyongyang’s growing interest in unmanned systems and electronic warfare.

What distinguishes the 2026 assessment is the connective tissue between these three challenges.

The public digest includes dedicated treatment of deepening China–Russia military cooperation: joint bomber flights, naval transits and participation in one another’s exercises, all of which have increased in frequency, scale and geographic reach.

Russia–North Korea cooperation receives similar attention. Pyongyang has supplied ballistic missiles and artillery ammunition to Russia, while North Korean personnel have also participated directly in the war. For Tokyo, the longer-term concern is that reciprocal military and technological transfers could further improve North Korea’s capabilities.

Taken together, these assessments suggest that Japan is increasingly viewing China, Russia and North Korea not only as separate security challenges, but as an interconnected strategic problem.

Pressure generated in one theatre can influence risk in another.

Ukraine as a template for future warfare

One of the most consequential parts of the white paper is a new section on what it describes as new ways of.

Much of the analysis draws directly on the wars in Ukraine and the Middle East.

The lessons are familiar to Ukrainian readers: mass employment of inexpensive unmanned systems against costly military platforms and infrastructure; rapid technological adaptation; AI-assisted decision-making; the integration of information, cyber and kinetic effects; and extremely short cycles between battlefield experience and changes in equipment or tactics.

The Ministry of Defense also draws a less technologically glamorous but equally important lesson: modern high-intensity warfare consumes equipment, ammunition and spare parts at rates that place enormous pressure on industrial capacity, stockpiles and logistics.

Sustainment and allied resupply matter as much as individual weapons systems.

These lessons are already being translated into procurement.

Japan intends to acquire large numbers of comparatively low-cost UAVs, USVs and UUVs and to develop what it calls, a synchronised and integrated littoral defence architecture centred on unmanned systems, within FY2027.

The public digest identifies a range of systems, from man-portable FPV strike drones to ship-launched anti-surface UAVs and multi-purpose unmanned surface vessels.

These initiatives complement Japan’s expanding stand-off capabilities, including new surface-to-ship missiles, hypersonic systems and the intelligence, surveillance and target-acquisition architecture required to employ them effectively.

The Air Self-Defense Force is also being reorganised as the Aerospace Self-Defense Force, while Japan is expanding its ability to respond to attacks in cyberspace.

For a Ukrainian analyst, the logic is immediately recognisable.

Japan is translating lessons from the war in Ukraine into an entirely different geographic environment: the defence of an island chain stretching across the Western Pacific.

A wider restructuring of Japan’s security architecture

The white paper is only one element of a broader transformation taking place in Japan’s national-security system.

One of the most important institutional developments came on 31 July, when Japan’s Cabinet Intelligence and Research Office was into the National Intelligence Bureau, creating a more centralised intelligence structure.

The change is significant because the weaknesses of Japan’s intelligence coordination have long been recognised. Under the new structure, ministries including foreign affairs, justice, defence and the National Police Agency are expected to share intelligence more systematically with the Bureau.

A new National Intelligence Council, chaired by the prime minister and including senior ministers, sits above the organisation.

Its remit includes terrorism, national emergencies, espionage and covert foreign influence.

The government has also signalled that this may be only one stage of a broader reform agenda. Further proposals include stronger counter-espionage legislation and, potentially, the creation of a dedicated foreign intelligence service.

Both remain politically sensitive.

Japan’s historical reluctance to adopt comprehensive anti-espionage legislation has deep roots. Previous proposals generated substantial opposition over concerns about civil liberties and state power, and similar concerns remain visible today.

Nevertheless, the direction of travel is important.

A country that is increasing defence spending, expanding advanced weapons production and tightening export controls also requires a more capable intelligence and counter-intelligence system to protect those investments.

Why this matters directly to Ukraine

The relevance to Ukraine becomes clearer when defence production, export controls and counter-intelligence are considered together.

In July, The New York Times on Maksim Vladimirovich Filchenkov, identified as an officer of Russia’s GRU who had operated under commercial cover in Japan.

According to the reporting, Filchenkov cultivated contacts in logistics companies involved in moving goods from Japan to Russia, often through intermediary countries.

His alleged role is particularly relevant because the Russian military-industrial complex remains heavily dependent on foreign electronic components.

Ukraine has repeatedly provided international partners with evidence showing that Japanese-origin components continue to appear in Russian missiles and drones despite sanctions and export restrictions.

The problem therefore extends beyond formal export-control rules.

Export controls are only effective when governments can identify procurement networks, intermediaries, front companies and intelligence-linked actors attempting to circumvent them.

Japan’s ongoing intelligence reforms create a potentially important opportunity for Ukraine.

Kyiv possesses an unusually large body of battlefield-derived evidence on foreign components recovered from Russian weapons. Providing this data systematically to Japanese authorities could help Tokyo identify procurement patterns, commercial intermediaries and high-risk supply chains that may otherwise remain difficult to detect.

Japan still lacks a comprehensive espionage law under which all forms of such activity could straightforwardly be prosecuted as espionage. That makes the institutional reforms now under way particularly significant.

The second opportunity is industrial.

In April 2026, Tokyo the Three Principles on Transfer of Defense Equipment and Technology and their implementation guidelines, removing some of the restrictions that had previously limited Japanese defence exports.

Ukraine’s ambassador to Japan, Yurii Lutovinov, the change as potentially significant, while also acknowledging the political sensitivity surrounding defence transfers in Japan.

Tokyo has not announced any intention to begin direct arms transfers to Ukraine.

A transfer would also require an appropriate bilateral legal framework. Japan has concluded defence equipment and technology transfer agreements with a number of countries, but Ukraine is not currently among them.

That is where a potentially more realistic form of cooperation emerges.

Ukraine possesses something Japan is actively trying to acquire: combat-validated experience with unmanned systems, electronic warfare, rapid battlefield adaptation and counter-drone operations.

Japan, meanwhile, possesses advanced electronics, industrial capacity, precision manufacturing and capital.

The relationship therefore need not be framed simply as another request for military assistance.

Japanese technology combined with Ukrainian operational experience could create a genuinely reciprocal defence-industrial partnership.

Fiscal constraints move to the foreground

Prime Minister Takaichi’s political position gives her greater room to pursue defence reform than many of her predecessors enjoyed.

But even with a favourable parliamentary environment, expanding defence expenditure further will be difficult.

Japan reached the 2% level in FY2025 through a supplementary. FY2026 defence-related expenditure exceeded ¥9 trillion for the first time within a record national budget of ¥122.3 trillion.

Future increases will have to compete with social spending, energy support and the broader fiscal pressures created by Japan’s exceptionally high public debt.

The challenge becomes even more significant if expectations for allied defence expenditure continue moving beyond the 2% benchmark.

There is also a manpower problem.

According to the white paper, the Self-Defense Forces continue to fall short of recruitment targets. Against a FY2025 recruitment plan of roughly 15,000 personnel, approximately 11,000 were recruited, leaving overall staffing below authorised strength.

That helps explain both the government’s effort to improve compensation and conditions for service personnel and the growing emphasis on autonomous and unmanned systems.

Japan’s defence transformation is therefore being shaped by two simultaneous pressures: the requirement to expand military capability and the demographic and fiscal limits on how that expansion can be achieved.

What to watch

The next major test will come with the revision of Japan’s National Security Strategy, National Defense Strategy and Defense Buildup Program, expected before the end of 2026.

The review is likely to address defence expenditure, artificial intelligence, unmanned systems, the defence industrial base and other politically sensitive elements of Japan’s emerging security posture.

For Ukraine, three indicators deserve particular attention.

The first is whether the new Defense Buildup Program funds unmanned systems at a scale large enough to create meaningful demand for foreign technology, expertise or partnership.

The second is whether stronger counter-espionage legislation reaches the Diet and survives the political process. That would indicate whether Japan is prepared not only to invest in advanced technology, but also to build the institutional safeguards required to protect it.

The third is whether Tokyo begins discussing a bilateral defence equipment and technology transfer agreement with Ukraine.

Each would represent a different level of change.

The first would show that a market is emerging.

The second would show that Japan is addressing the vulnerabilities that allow sensitive technology to leak towards Russia and other adversaries.

The third would demonstrate that Tokyo is prepared to translate its increasingly explicit claim that European and Indo-Pacific security are inseparable into a practical defence relationship with Ukraine.

For Kyiv, that is the central question raised by Japan’s 2026 defence debate: not whether Tokyo has noticed the lessons of the war in Ukraine, but how far it is prepared to institutionalise them.
